How to Buy Ammo Online in the U.S. – Updated Gun Laws by State (2025 Edition)

Buying ammunition online in 2025 is one of the best ways to save money, buy in bulk, and find calibers that may not be available locally. Federal law sets the baseline rules, but several states add their own restrictions. Some suppliers also layer on shipping policies that are stricter than the law. This guide explains federal rules, state restrictions, and supplier policies, so you know exactly where you stand when ordering ammo online.

Federal Law

Federal ammunition laws apply everywhere in the United States.

  • Age: 18 or older to buy rifle or shotgun ammunition. 21 or older to buy handgun ammunition.
  • Prohibited persons: Felons, domestic abusers, and unlawful drug users cannot buy or possess ammunition.
  • Background checks: Federal law does not require background checks for ammunition purchases.
  • Shipping: Ammo must be shipped via hazmat-authorized carriers such as UPS or FedEx Ground.

States With Online Ammo Restrictions

Most states allow residents to order ammunition online and receive it directly at home. The following states and jurisdictions have specific rules to know in 2025.

California

California used to require all ammo sales to go through a licensed dealer with in-person background checks under Proposition 63.

On July 24, 2025, the Ninth Circuit ruled that these requirements were unconstitutional. This decision, if it stands, would allow online ammo sales to be shipped directly to consumers again.

Important points:

  • Until the court’s mandate is officially issued or the state DOJ updates its enforcement guidance, Proposition 63 rules technically remain in effect. Buyers should confirm compliance before ordering.
  • California also imposes an 11 percent excise tax on firearms and ammunition, effective July 1, 2024.
  • Some cities, including Los Angeles, Oakland, Sacramento, San Francisco, and Avalon, prohibit direct shipments.
  • Many suppliers continue to ship only to licensed dealers or decline sales to restricted cities until the state provides clarity.

New York

New York requires all ammunition orders to be shipped to a licensed dealer. Since September 13, 2023, the state has enforced ammunition background checks through the New York State Police.

Additional points:

  • Online orders must be picked up in person from a dealer after the check.
  • Many suppliers will not ship to New York City’s five boroughs.

Connecticut

Connecticut allows online orders if the buyer provides proper documentation.

  • Valid options include an Ammunition Certificate, Pistol Permit, or Long Gun Eligibility Certificate.
  • Retailers must verify credentials before shipping.

Illinois

Illinois requires all buyers to hold a valid FOID card.

  • Retailers typically ask for a scanned copy of the FOID card and a state ID before shipment.
  • Some suppliers refuse to ship to Chicago or Cook County even for FOID holders. That is policy, not law.

Massachusetts

Massachusetts requires both licensed buyers and licensed sellers.

  • Buyers need an FID card or a License to Carry.
  • Sellers must be licensed in Massachusetts, which is why most out-of-state retailers will only ship to an in-state FFL or refuse orders entirely.

New Jersey

New Jersey requires buyers to show credentials.

  • A Firearms Purchaser Identification Card is required for rifle or shotgun ammunition.
  • A separate permit is required for handgun ammunition.
  • Retailers must electronically report handgun ammunition sales.

Many suppliers block direct-to-home shipments and ship only through FFLs.

Washington, D.C.

The District of Columbia limits ammunition purchases to calibers that match firearms already registered with the Metropolitan Police.

  • Buyers must have a valid firearm registration certificate.
  • Purchases must be made through D.C. licensed dealers.
  • Many suppliers refuse shipments entirely due to the strict system.

Washington State

Washington law does not require a separate ammunition sales license. HB 2118 set rules for firearms dealers but does not regulate ammo shipping. Most suppliers still ship into Washington, although some impose their own restrictions.

Hawaii

Hawaii prohibits ammunition sales to buyers under 21. There is no general permit requirement for ammo purchases.

The bigger challenge is logistics. Most mainland sellers will not ship to Hawaii due to hazmat shipping costs and carrier restrictions, or they require freight forwarding.

Oregon

Oregon voters passed Measure 114, which set new rules for firearm purchases and magazine capacity. Implementation remains tied up in court. Importantly, Measure 114 does not regulate ammunition, and online ammo sales remain legal as of 2025.

Supplier Restrictions

In addition to state laws, many sellers create their own rules.

  • Some will not ship to major California cities such as Los Angeles or San Francisco.
  • New York City’s five boroughs are often blocked even though FFL transfer is possible.
  • Cook County, Illinois, is commonly listed as a no-ship zone.
  • Massachusetts and New Jersey are frequently excluded entirely by national suppliers.
  • Hawaii and Alaska are often blocked because of freight forwarding and carrier costs.

Always check both your state’s legal requirements and your supplier’s shipping policy.

States Without Major Restrictions

In most of the country, including Texas, Florida, Georgia, Arizona, and Utah, online ammo orders are simple. If you are of legal age and not federally prohibited, you can have ammunition shipped directly to your home.
