DEMONSTRATION SERVICES
BUSINESS OVERVIEW
Firearms Direct Club operates as a licensed manufacturer (Type 07 FFL) and Special Occupational Taxpayer (Class 2 SOT), authorized to manufacture, possess, and demonstrate National Firearms Act (NFA) regulated firearms, including machineguns manufactured after May 19, 1986, for sale and demonstration to qualified government agencies in accordance with 18 U.S.C. § 922(o) and 27 CFR 479.105.
PURPOSE OF DEMONSTRATION SERVICES
Firearms Direct Club provides hands-on product demonstrations to prospective governmental customers to support their evaluation and potential procurement of automatic weapons and other NFA items. These demonstrations are conducted in anticipation of future sales to qualified government entities, including federal agencies, state agencies, and departments, agencies, or political subdivisions thereof.
ELIGIBLE GOVERNMENTAL CUSTOMERS
Pursuant to 18 U.S.C. § 922(o) and 27 CFR 479.105, Firearms Direct Club conducts demonstrations for the following categories of government entities:
- United States Government and any department or agency thereof
- State governments and any department, agency, or political subdivision thereof
- Federal, state, and local law enforcement agencies
- Military branches and defense-related agencies
- Qualified foreign government entities (subject to ITAR and export controls)
DEMONSTRATION CAPABILITIES
As a licensed manufacturer with Class 2 SOT status, Firearms Direct Club maintains the capability to demonstrate a variety of NFA items to prospective government customers, including but not limited to:
- Machineguns (select-fire rifles, submachine guns, belt-fed weapons)
- Short-barreled rifles (SBRs) and short-barreled shotguns (SBSs)
- Suppressors/silencers
- Any other weapons (AOWs) as defined under the NFA
- Modified or purpose-built weapons systems to agency specifications
REGULATORY COMPLIANCE FRAMEWORK
All demonstration activities are conducted in strict compliance with applicable federal firearms laws and regulations:

DEMONSTRATION PROCEDURES
Pre-Demonstration Requirements:
- Receipt of demonstration letter on official agency letterhead from authorized government official
- Verification of signatory authority and government entity status
- Identification of specific firearm model(s) requested for demonstration
- Coordination of demonstration logistics, location, and safety protocols
- Confirmation of availability and suitability for agency requirements
Demonstration Letter Requirements (per ATF January 2023 Open Letter):
- Written on official government entity letterhead
- Signed by authorized official (e.g., sheriff, police chief) or delegated authority
- Include signer's printed name, phone number, and email address
- Dated within one (1) year of application receipt
- Specific identification of the machinegun model requested
- Expression of interest in considering purchase of the weapon
- Indication of suitability for the government entity's operational use
MANUFACTURER'S AUTHORITY
As a Type 07 FFL with Class 2 SOT, Firearms Direct Club is authorized under 27 CFR 479.102-103 to manufacture NFA firearms, including machineguns, for the following lawful purposes: (1) sale to federal and state government agencies; (2) distribution to qualified FFL/SOTs as sales samples for demonstration to prospective governmental customers; and (3) exportation in compliance with ITAR and State Department regulations. Weapons may be manufactured and maintained in inventory in contemplation of future government sales.
RECORD KEEPING & DOCUMENTATION
Firearms Direct Club maintains comprehensive records as required by the NFA and GCA, including:
- ATF Form 2 (Notice of Firearms Manufactured) for all NFA items produced
- Acquisition and Disposition (A&D) records per 27 CFR Part 478
- Copies of all demonstration request letters from government entities
- ATF Form 3 for tax-exempt transfers between FFL/SOTs
- ATF Form 5 for tax-exempt transfers to government agencies
- Documentation of all demonstrations conducted, including dates, attendees, and items demonstrated

Following a successful demonstration, transfers to government entities are processed in accordance with applicable regulations:
